At the conference yesterday, Mayor Martin O'Malley delivered an upbeat assessment, saying that "as the stubborn homicide rate spits back at us, we are undeterred."My guess is that the Mayor and his wife had a bet over whether he could use the words "stubborn," "homicide," and "spits" in the same sentence. The Mayor won.
